A crowd gathered at daybreak outside the Cielo Vista Walmart. It’s been three months since customers were allowed inside their neighborhood store.

Robert Evans will be on the roof of the Cielo Vista Walmart store Thursday to raise the U.S. flag that’s been at half-staff since Aug. 3.

The El Paso store is expected to reopen in three to four months, and Walmart plans to add a memorial for the shooting victims, officials say.
